The Department of Human Resources (HR) is an essential and indispensable force in supporting the North Slope Borough’s mission. By providing comprehensive services and administering benefits, HR promotes the security and well-being of the Borough’s most valuable asset—its employees.

Mission: From managing employee benefits and workplace safety to overseeing recruitment, salary administration, and employee relations, HR ensures that every team member is equipped, supported, and ready to serve the community.

Central Division

The Central Division ensures compliance with federal, state, and Borough regulations, including the NSB Code of Ordinances and NSB policies and procedures. The division protects the rights of all employees and community members by ensuring fair and equitable personnel decisions. It also administers grants, benefit contracts, and the NSB Safe Workplace Plan, working with the Law Department to ensure all decisions meet legal standards.

Employee Relations

The Employee Relations Division oversees records management, the compensation and benefits program, and drug and alcohol testing in compliance with federal regulations (49 CFR Part 40). This division ensures that all employees are treated fairly, administers the NSB Compensation Plan, and promotes a consistent, compliant approach to employment practices across the Borough.

Recruiting Division

The Recruiting Division is dedicated to attracting the best-qualified individuals for Borough positions. It ensures fair and equitable treatment for all applicants, provides information on job opportunities to residents, and administers the NSB Compensation Plan in accordance with Department of Labor regulations. The division also ensures compliance with all relevant laws and Borough policies.

Personnel Board

The Personnel Board, appointed by the Mayor and confirmed by the Assembly, oversees employee appeals and ensures that HR policies align with legal and ethical standards. The board has the authority to administer oaths, subpoena witnesses, and ensure fair hearings. Its role is vital to maintaining transparency and accountability within HR operations.

By offering comprehensive support services, the Department of Human Resources ensures that the North Slope Borough workforce is equipped, protected, and empowered to achieve its mission in service to the community.
