NORTH SLOPE BOROUGH 2020 CAPITAL PROJECT SELECTION PROCESS
NSB PROJECT REVIEW COMMITTEE WORKSHOP SCHEDULED FOR APRIL 1-3, 2020

Utqiaġvik, AK, March 10, 2020 – The Project Review Committee (PRC) will conduct a public workshop April 1-3, 2020, at the Barrow High School to review and recommend capital projects for General Obligation bond funding. This workshop is the first step in NSB Mayor Harry K. Brower, Jr.’s Capital Improvement Program for the coming year. Residents are encouraged to attend in person or call in from each of the NSB Teleconference Centers in all communities to add their voice on project recommendations.

Coordinated by the NSB Department of Planning & Community Services, the PRC is appointed by the NSB Mayor to review and recommend capital projects to the NSB Planning Commission, who, in turn offer their recommendations to the Mayor. The Mayor presents his Capital Improvement Program to the NSB Assembly for public hearing and adoption before June 15. The final decision is made by NSB voters in October. General Obligation bonds approved by the voters are sold and funding for approved projects becomes available in the December-January timeframe. NSB Capital Improvement Project Management (CIPM) Department uses this funding to carry out the approved projects. Strict rules require that bond funding only be used on projects in which the NSB owns or has control of the funded asset for the life of the bond. Use of bond funds must be for the purpose identified by the voters and approved by the NSB Assembly.

In preparation for the PRC Workshop, NSB Departments and staff travelled to the communities October 2019 through January 2020 to describe the process and solicit community input. Meetings were held with Tri-Lateral Committees, IRA Village Councils, City Councils and community members. Although actual funding levels are usually not determined by NSB Administration & Finance until the PRC Workshop, historical funding levels of $75 million for each of the past two years was shared at these meetings.
